Is there a mechanism by which I can start a recipe that queries a custom URL (not from one of your partner apps)?

Hi John,
Thank you for reaching out. As of now there isn't a method for you to do that, but we are going to release a devKit that allows you to create custom connectors to any applications that you'd like using the application's API. This will be released in January. If you're interested we can notify you for it's release for you to try.
